Hawaii To Lift Quarantine Restrictions For Island Visitors Starting October 15th

What Happens if I Travel to Hawaii Now?

  • The online Safe Travels Program is mandatory for all travelers.
  • The mandatory 14-day quarantine is required for all passengers (visitors and returning residents) arriving into the state of Hawaii on or before October 14. Additionally, operations, including peer-to-peer platforms or sharing services, may not rent vehicles to any person who is subject to a 14-day traveler quarantine order unless an exemption is granted.
  • People who are required to self-quarantine for 14 days must designate a hotel or motel as their designated quarantine location. No person who is subject to the mandatory self-quarantine is allowed to stay in a short-term or vacation rental.
  • The state of Hawaii’s Department of Transportation website further explains the entrance and quarantine process.
  • As this would mean that visitors would need to remain in their rooms for most or all of their vacation, travelers are strongly urged to postpone any trips to Hawaii.
  • Facial masks are required on all islands.

Guidelines for Pre-Travel Testing Program – Launch on October 15
Governor Ige confirmed on September 16, the start date of the pre-travel program for U.S. mainland travelers will be October 15. The current program outline follows:

  • Nucleic Acid Amplification Test (NAAT) from a certified Clinical Laboratory Improvement Amendment (CLIA) lab.
  • Travelers are exempt from the mandatory 14-day quarantine if testing is completed no more than 72 hours in advance of arrival with proof of a negative result.
  • If results are not available by time of arrival, quarantine is necessary until test results are received.
  • All travelers (returning residents and visitors) of all ages are subject to pre-test requirement.
  • Individuals are responsible for testing costs.
  • Travelers (returning residents and visitors) are not able to test upon arrival in Hawaii because this is a pre-travel testing program.

The governor says the pre-test is one part of a multi-layered screening process which includes arrival temperature checks, completion of the State Travel and Health form, and secondary screening for those with symptoms or temperatures of 100.4 degrees or higher.

  • No commercial COVID-19 NAAT testing will be provided upon arrival at the airport. Travelers without the pre-test will be in quarantine.
  • CVS and Kaiser Permanente are testing partners and details are forthcoming.
